I believe there are two reasonable approaches for making portfolio websites for software developers. One is to make something extremely advanced, a website that is a showoff of its technology. Something unique that by itself tells the visitors, this is a very skilled person.
But in case you don’t want to do that, maybe you are not a front-end developer, maybe you don’t want to spend a year making something super complicated, I think minimalism is the other best option.
Simply a website, that will be extremely easy to understand and navigate, that will list your skills, contact info and possibly some projects you have been working on. Nothing more is needed.

All of the themes mentioned here come with either predefined design or demos, you could import, so that you don’t have to become a graphic designer as well. You can just use the theme’s option to adjust it, if necessary and your website could be done literally within minutes.

I believe that if your intention is to persuade your potential client or an employer that you are the person that they are looking for, minimalist design is the best way to go. Just show them as quickly as possible, what skills you have, what have you done and how valuable you could be for them.
